The Centre for Constitutional Studies is pleased to publish this Special Issue of the Constitutional Forum written by former Deputy Minister of Intergovernmental Affairs for the Government of Saskatchewan and Professor Emeritus, University of Regina - Dr. Howard Leeson. The issue includes his documents and personal notes which have not previously been released and which provide new, behind-the-scenes information on meetings leading to patriation.
