Gerald W. Baldwin, Member of Parliament (Peace River), Canada

from Governor General of Canada, Honours, Recipients website: "Known as the "Father and Grandfather" of the Access to Information Act, the long-time MP from Peace River is the founder of the International Freedom of Information Institute. His efforts have stimulated many others to take up the cause, thus encouraging governments in many jurisdictions across Canada to adopt similar legislation"
