Twelve EU Countries on the Eastern Flank of NATO: What about Ukraine?

Анотація

Документ присвячений Inititaive Trimarium (TI) 12 країн ЦСЄ, розпочатий Польщею та Хорватією у 2015 році. Він зосереджений на поясненні природи проекту (інфраструктурна співпраця), спростування міфів про нього (TI є не військова, ані політична організація, і ніхто не має наміру перетворити її в таку). Характер ТІ відображається на співпраці в межах трьох вимірів: розвиток транспортної та комунікаційної інфраструктури, інфраструктура передачі енергетичної сировини (газу та нафти) та оцифрування. Мета, яка повинна бути досягнута - активізувати економічну співпрацю між країнами-членами шляхом перенесення загального ринку ЄС із світу декларацій до світу матеріальної інфраструктури. Регіон є важливим і швидко зростаючим ринком для основних країн ЄС, і проект Trimarium має на меті зробити його таким для своїх країн-членів як групи. Україна не є країною-членом ЄС, тому вона не може бути повноправним членом TI, але вона залишається провідним регіональним партнером для Польщі, і для українських компаній відкриті ряд інфраструктурних проектів TI. Російська загроза в енергетичному вимірі з багатьох різних причин є спільним викликом для Польщі, України, країн Балтії, скандинавів та Словаччини, і проекти TI можуть стати інструментом її подолання. Ці факти перетворюють транспортну та комунікаційну інфраструктуру, а також інфраструктуру транзиту енергії перспективним напрямком співпраці між країнами TI та Україною. Деякі з них (Via Carpatia) вже ведуться. Підтримка ініціативи з бокуСША, а також зацікавленість Німеччини бути "присутнім за столом" додали проекту оптимізм та престиж. Що стосується членства України в TI, то провідне правило як для Києва, так і для Варшави є простим: це відчутні результати співпраці, які мають значення, а не прапор, під яким вони досягаються.
